Abstract
This article examines the obstacles to the implementation of anti-discrimination legal reforms in Sudan, focusing on Darfur, Blue Nile, and the Nuba Mountains. Although legislative progress has been made since the 2005 CPA and the 2019 transition, enforcement remains weak in marginalized regions. Using a doctrinal and empirical legal approach, this study finds that ethnic exclusion, political instability, weak institutions, and legal pluralism limit reform efficacy. It recommends institutional investment, legal literacy, inclusive governance, and the harmonization of customary and statutory law.
