The key objectives of the study were to determine the level of performance of selected NGOs in Somaliland before and after the implementation of NGO bi-laws of Somaliland; to determine if there is a significant relationship between National NGO bi-laws implementation and organizational performance of selected NGOs in Somaliland; to recommend ideas and strategies to policy makers in Somaliland on how to further improve the performance of selected NGO5 in Somaliland. Data was collected on sample of 105 respondents from selected local and international NGO5 in Haergesia Somaliland using a self-administered questionnaire scored on five-point Likert scale. The study found out that NGO5 had adopted and implemented National NGO Bi-laws and there was a high level of organizational performance after the implementation of national NGO bi-laws. Implementation of National NGO bi-laws had a high significant relationship with organizational performance. The study therefore concluded that when NGOs implement National NGO bi-laws, it enhances their ability to mobilize financial and none financial resources, reach out to intended beneficiaries, produce timely and reliable audited financial reports, efficiently and effectively utilize its resources, accomplish objectives, attain a recognized legal position, achieved a reasonable level of self-reliance and community empowerment. The study recommended that to achieve the desired level of NGO and organizational performance, the management of NGOs and policy makers should adopt and continuously observe National NGO bi-law, develop a local and national capacity for NGO bi laws implementation, develop criteria and standards for compliance by performing an ongoing implementations gap analysis, and implementation resource mobilization, undertaking a detailed strategy for implementation of National NGO bi-laws, increased cooperative efforts to bring publics, governments, and communities in a specific locality to appreciate the need for NGOs to observe national bi-laws, provide timely and tailored expertise in developing user friendly NGO legislation and regulations, and Strengthening Stakeholders’ awareness building efforts.
